A round-up of city events and meetings happening Dec. 20-27, 2021, in West Hollywood

IN AN EFFORT TO PROTECT PUBLIC HEALTH AND PREVENT THE SPREAD OF COVID-19 (CORONAVIRUS), AB 361 HAS AUTHORIZED PUBLIC MEETINGS TO TAKE PLACE VIA TELECONFERENCE BECAUSE STATE AND LOCAL OFFICIALS ARE RECOMMENDING MEASURES TO PROMOTE SOCIAL DISTANCING.

PUBLIC PARTICIPATION

TO VIEW THE CITY COUNCIL MEETING:

Please note that City’s website (www.weho.org/wehotv) is the only official viewing platform for the City of West Hollywood’s public meetings. To afford the public with a multitude of viewing options and in order to expand access to our public meetings, broadcasts are also available as a courtesy on local cable television and multiple streaming platforms. However, because they are a third party and operate independently from the City of West Hollywood, their reliability cannot be guaranteed. Broadcasts of public meetings can be found on Spectrum Cable Television’s Channel 10 within West Hollywood’s borders. Digital streaming platform viewers can easily find programming by searching for “WeHoTV” within the search functions of the following services. Android TV, Apple TV, Fire TV, Roku and YouTube. If your video or audio device has buffering or streaming issues while accessing our LIVE feed, please access the meeting at the City’s website www.weho.org/wehotv for updated information and troubleshooting tips for your device and visit www.weho.org/councilagendas for information on how to participate by phone. If you are having difficulties connecting to the meeting you can also call (323) 848-3151.

TO PARTICIPATE BY PROVIDING WRITTEN CORRESPONDENCE OR AN E-COMMENT:

To better facilitate the remote meeting, members of the public who wish to comment on matters before the city council are strongly encouraged to submit written correspondence to publiccomment@weho.org or submit an E-Comment by visiting www.weho.org/wehotv, scroll down to the November 15 City Council meeting, click E-Comment, and submit E-Comments on the agenda items.  Please submit E-Comments no later than 2:00pm on the City Council meeting day. Note: Written Correspondence and E-Comments will not be read into the record during the City Council meeting; however, correspondence received by 2:00 p.m. will be forwarded to the City Council and posted on the City’s website as part of the official meeting record.

2.V. WEST HOLLYWOOD GUARANTEED INCOME PILOT PROJECT: UPDATE ON DEVELOPMENT AND IMPLEMENTATION  [C. SCHROEDER, C. PLANCK, D. KAHN-EPSTEIN]: The City Council will consider approving agreements for services for the research/evaluation partner and the non-profit administrative partner for the West Hollywood Guaranteed Income pilot program. Additionally, the Council will consider authorizing the allocation of Westside Cities Council of Governments (COG) funds as revenue and then as an expenditure to the non-profit partner for participant distribution funds, adopting a resolution to approve service agreements and acknowledge the public purpose of the pilot, and will receive an update on the pilot’s progress towards launch.STAFF REPORT

3.A. AN ORDINANCE OF THE CITY OF WEST HOLLYWOOD AMENDING THE WEST HOLLYWOOD MUNICIPAL CODE RELATED TO NOISE FROM LOUD PARTIES OR GATHERINGS AND MAKING CODE ENFORCEMENT UPDATES TO THE ADMINISTRATIVE CITATION FEE SCHEDULE  [J. ROCCO, D. RIVAS]: The City Council will consider an ordinance amending the West Hollywood Municipal Code related to noise from loud parties or gatherings; amending Chapter 1.08 in Title 1 by adding violations to the list of municipal code chapters and sections that are subject to administrative penalty procedures; and amending the Master Fee Resolution to make adjustments to Title 15 (Environmental Protection, Pollution and Solid Waste) violations and adding Chapter 5.130 (Minimum Wage) and Section 9.08.050.j (Loud Parties or Gatherings) to the Administrative Citation Fee Schedule.

4.A. FINAL CLIMATE ACTION & ADAPTATION PLAN (WEHO CLIMATE ACTION)  [J. KEHO, R. EASON]: The City Council will receive a final version of ’WeHo Climate Action’ – the City’s Climate Action and Adaptation Plan. WeHo Climate Action celebrates the City’s significant achievements in reducing its greenhouse gas (GHG) emissions over the last decade by actively implementing actions outlined in the 2011 Climate Action Plan and enacting sound environmental policies and programs. Most importantly, it builds upon this progress to chart a new path forward for carbon neutrality, adapts the City to current and future extreme climate conditions, and further champions the actions needed to meet the global and local challenges of a changing climate, including how to meet the needs of the community members most affected by climate change. The City Council will also consider directing staff to prepare and issue a request for proposals to develop Equitable Building Performance Standards for Existing Buildings in West Hollywood, per ’WeHo Climate Action’ Subaction EN-1A under the Energy Section.

4.B. UPDATE REGARDING IN-PERSON EVENTS  [K. COOK, C. SMITH, M. REATH, J. HEREDIA, B. SMITH]: The City Council will receive an update regarding events in light of the COVID-19 pandemic and consider authorizing limited, in-person, outdoor City events, City Co-sponsored events, and private events at City facilities between January 1, 2022 and June 30, 2022.

4.C. UPDATE REGARDING PROGRAMMING OPTIONS FOR WEHO PRIDE 2022  [K. COOK, C. SMITH, M. REATH, K. MCCORMACK, J. LEONARD]: The City Council will receive an update regarding WeHo Pride 2022 planning and will consider programming options for WeHo Pride 2022. The City Council will be asked to direct staff to continue to negotiate an agreement with JJLA, Inc. based on its direction related to programming.

4.D. AD HOC EVENTS SUBCOMMITTEE RECOMMENDATIONS FOR THE FY 2022-23 BUDGETED SPECIAL EVENTS LIST  [S. SHYNE, J. ERICKSON, D. WILSON, C. SAFRIET, A. LOVANO]: The City Council will receive the recommendations from the Ad Hoc Events Subcommittee and provide direction on the Subcommittee’s purview going forward.

5.B. AUTHORIZE APPLICATION FOR, AND PARTICIPATION IN, THE HOMEKEY PROGRAM  [C. SCHROEDER, C. PLANCK, E. ANDERSON, O. DELGADO, B. LEAGUE, A. BARTLE]: The City Council will authorize the application for, and participation in, the Homekey Program, administered by the California Department of Housing and Community Development. If awarded a Homekey Program grant, funds would support an interim housing site in West Hollywood to serve community members experiencing homelessness.

5.D. HOLIDAY SAFETY AMBASSADORS AND ENTERTAINMENT POLICING STAFFING  [L. MEISTER, J. LEONARD]: The City Council will consider increasing the number of Block by Block Security Ambassadors in the City’s business districts during the holiday season to promote enhanced community safety as more residents and visitors patronize the City’s commercial areas.  The City Council will also consider reinstating the Entertainment Policing Team Sergeant and Deputy that were reduced in fiscal year 2020-21 due to COVID-19 budget reductions.

Users of the following mapquest directions services can easily find shows by searching for “WeHoTV” in their search functions. Android TV, Fire TV, Roku, YouTube, and Apple TV.
